I have those trim rings on my Model A Hot Rod, it has repro Chevy Rally wheels. They are called, apropriatedly enough, Hot Rod Trim rings. I bought mine many years ago from Wheel Vintiques, here is a link to their web page for them http://wheelvintiques.myshopify.com/...-rod-trim-ring

Back in the 70’s and 80’s I used to grab those identical trim rings off Volvo 544’s and 122’s. I don’t suppose there are many around in wrecking yards any longer, but it is another resource if there happens to be a foreign wrecking yard nearby. Here’s a set on my 54 Chevy:
