Mine only has a slot in the drum, I have to adjust them through the drum, before I mounted the rims. The backing plate actually has two slots in each but they're no where near the star wheel, they're at about the four and eight o'clock position, I have no idea what they could be for, these slots have little sheet metal covers that snap in.

Mine had no slots anywhere.... after I had some issues with my brake job (outlined in another thread), I took it to a shop to get things right. Among other things, they drilled holes in the backing plates, tweaked the star adjusters, and put rubber plugs in the holes.
