The upper looks like something you would use to expand exhaust pipe (unless it has some sort of cutting edge hard to tell with the pic) and the lower one looks like a bung reamer that you can set the depth on.

The lower one is for refinishing the Valve seats in a faucet where the rubber gasket seals.

The upper tool is for tightening up the drain in a old bath tub. It expands as you turn it and gets a grip inside the drain.
