Putting a load on it does not mean lugging the engine, BTW. That's a sure way to lose lower end bearings.

Seems to have some noise coming from the pulley. Not sure if it is the harmonic balancer or something else.

Not the balancer. How tight is the belt? Take the adjustment off the fan belt and turn the components by hand to make sure that the water pump or the alternator aren't giving too much resistance.

For a quick check of the balancer, place a mark on the face of it across the the rubber damper portion and then run it. The mark should stay aligned.
