This tool is used to catch a pig by it's hind leg. With the tool mounted on a pole, you can reach out and grab the pig. Sort of like a large handcuff.

yup thats it (a torque multiplier), they use them alot on old vw's for the rear axle nuts and a few other things :)

Yes it's a torque multiplier. For aircooled vw gland nuts and axle nuts. Their torque values are 230 ftlbs or more. With this tool, you only need about 30 ftlbs.

I am a property manager, not a locksmith. But I can tell you that it is used to master key padlocks.

I had to post your picture on a landlord forum that I frequent.

You got it. As far as cheating goes, the Internet is there for just this reason.
These tools only work with specialty master locks and are great so you dont have dozens of different keys lying around.
