I would cut the bar at the bulkhead and mount it at an angle. Chroming it will make it look like an afterthought/mistake you tried to fix. Only use the fogs if you're updating the headlights to match. My 2 cents...

I would not chrome it nor paint it I would cut it and reweld as already mentioned if it bothers you that much if it was me i would leave it to give people a reason to try to look under it to see that :metal: frame.... |

It doesnt look like it sticks out too far, maybe you could modify the front bumper to fit the frame behind it and rechrome it. Sweet truck.
