Does that cog belt setup whine like a supercharger?

No, the whine you hear is not from the belt, but from the gears and forced air. The only time you hear a sound from this setup is when its a too loose. It makes a almost like a noisy valve sound.

Major progress yesterday! I fix the overheating issue again. The trans is still running a little hot, but the stand alone cooler needs a stronger fan. Finally installed the fender wells since getting the BBC in the truck. I believe it is safe to say this BBC swap is about done! It only took 2 1/2 years.
