What would be a good way to get rid of this rust? And what could I coat it with to make sure it doesnt come back?

I would use one of those hand sandblasters you can buy for 20 blast it and then use a rust inhibtor like conquest that killes the rust and turns into a primer .

Would a sanding wheel used on a drill do the job then follow up with some rust mort?

This is what I did: Use a drill w/ wire wheel, sand it, use some naval jelly rust remover, sand again, then prime and paint. When I got ready to paint the firewall I just used some red primer and then johndeere green on top of that. It doesn't match but looks good. I'm not sure if they make the naval jelly stuff anymore, but any kind of rust killer works.

Thanks Robert. Once the kids are sleeping I am going to break out the power drill and the wire wheel and go to town on it. Hows this sound. wirewheel it clean, got some rattle can primer then paint it ?

Sounds cool to me. If you get it good the rust shouldn't come back through the paint.
