rick i dont know what you are calling a rag joint does it have another name.

From the pic it's the horn "escutcheon" I'll call it. It screws into the steering wheel with three screws and the horn snaps into it. The flat plate that makes the contact is laying on top of it in the pic. I think.

That's not a rag joint. A rag joint goes between the steering column and the steering gear box.

the part in the pic. is a horn.
