Hahah, I have the same exact thing under my truck! I have no clue what it is.. it isn't for the spare tire, and my exhaust isn't hanging from it.. :confused:

It's a whole new world to discover! Must be my old exhaust hanger, your right. When I had the flowmasters put in the made new ones.

I've got the same useless thing hanging on mine, and that's the side the exhaust runs down.
