Edelbrock carb ?
I recently put a 1406 on my 350 sbc and I am in the process of tuning it. The manual assumes that you lose vacuum as the RPMs increase. My manifold vacuum increases as RPMs increase. I don't know what kind of cam I have. Any motor guys know what the dillio?

Hook up your vac guage and drive it looking at the guage. When you hit the gas, esp with a load, (the weight of the vehicle) you will lose vacume. Once you are up to speed, you well build itback up. The less throttle you use, the more vacume you will create, and letting off the throttle at speed,(like on an off ramp, or down shifting) will create max vacume.
