panhard location
 
I know a panhard bar should be level at ride height, but should it be installed so it's parallel to the axle? If not, what should the max angle (to axle)?

I don't think it's supposed to be level. I don't think mine is even level at full dump.

Ideally you want it as level to the ground and parallel with the axle as possible at ride height. This is where you will see the least amount of lateral movement.

perfect! That's what I needed to know. Really wanted the watts link, but I think i'm going to save the money for other parts.

There is absolutely nothing wrong with a properly set up panhard bar. Lateral movement is minimal through an average range of travel.

Watts links are definitely cool and they work awesome when set up correctly... they also give you more points for failure too....... :)
