where does the other end hook to?

One end on the fuel tank, one end in the fuse block... on the left end of the photo;

if that was pulled off the block, would it cause me to have no fuel at the carb? Nevermind, it was a fuel issue, just primed it and got it runnin, however I couldn't get the gears to kick in. I swapped the axle bearring and lost tranny fluid. I put in a couple quarts, I'm assuming that it needs more fluid? I am on a hill so I cannot get a good reading on the dipstick. Ideas?

I would want to maybe roll i tout of the driveway and check the fluid on level pavement if I could. While you may well be on the right track, I'd hate to overfill it since it is such a total PITA to get some of it out.
