Is the white in the core support lower corner paint, rust through, etc?

the white is rust but most of that is in the inner fender i will try to get a better pic , there is some rust on the support itself but very repairable

no rust on fenders the outer grill is in drivers or work truck shape has sum scratches but no dents should polish up good

ok i found sum rust in the pass side cup of the fender so they are not rustless lol the drivers side is just scratches
