Is this a used pull off part or has it been rebuilt? What year vehicle is it from? Has it been on a running motor?

I bought it and replaced the cap and rotor. Never tried to use it as I am moving toward a different direction and do not need this item. It looks refurbished to me as I bought it off ebay.
