lets see.....C1069...c10.....69...so form that we extrapulate  that he is speaking about a '69 C10. So....having a '69 C10 fleetside and swapping to a stepper....

is he speaking of the rear lights...or....what to do/how to put...the side lights in the stepside (maybe from a '67) fenders?

No, what I mean is like making holes for the lights on the side.

Do not know if someone sells that part.

Ill sell you a couple of holes off one of my trucks =)

Seriously though, all you need is to have someone measure theirs or get a manual to get the correct measurement and you can cut your own holes...might have to fab up or leave some mounting tabs when you cut the holes.

...or swap your early fenders for later model fenders.

If you were closer I would swap you some fenders, but since you aren't post in the local Craigslist for a swap.

The '67 fenders around here are real rare.

I can swap you a set of 68 later step fenders for your 67 fenders. I am in Northern California but have family in Bakersfield that we will be visiting next month and I can bring the fenders with me. Let me know.
