i have two questions.1> what is the best way to lower rear of pickup? 2> what is the cheapest way to lower pickup and are there any shortcomings to the latter question? (84 gmc 8ft bed 350 chevy.)

It depends on how much you want to lower it.
You can go from 1-2 inches with a rear spring shackle. This just mounts the rear of the sring up higher than the original shackle. (these are pretty cheap) You can go another 2 inches with a new hanger for the front of the leafspring. (still not to expensive) If your want to go 5 inches or more you probubly want to install a flip kit which flips your axle on top of the springs. (this is where things start to get expensive)
I got all of my suspension parts from western chasis at www.sporttruckdirect.com and the parts are of really good quality.

i lowered mine 2.5/4 with a kit from Sport Truck Direct. cost me about $400, and it rides GREAT!

A long bed truck looks really cool to me if it's level. It does not have to be dropped just level. I would recommend spindals for the front and a shackel/hanger combo for the back. I have a 2.5 spindal and 4 inch drop on my truck.
