Intermitent Wipers not working

OK So I got a new delay module... well used module off ebay, seller stated it work fine. Reason I got one was my wipers would not turn off with the original installed. So I put the new on in, and now it acts just like it is not there. Only hi/low, no delay at all. How can I tell if it is the module that is the problem?? Did I get ripped off?

I did some poking around on the connectors. According to the service manual, If the wipers work on high, low, mist, the ole option is thw switch or the delay module. To check the switch you check the resistance of of the delay loop with an ohm meter on the two brown wires. Should between 0-50minimum and 500K maximum. Well that checks out. So it states replace pulse module. Well I am on my second module, and still no go. I must be missing something. I cannot believe both the original and the second one I just bought are bad.
