hello can someone tell me if body panals off a 1985 scottsdale will fit on a 74 C20 fleetside?

The front fenders and hoods are different and the bedsides may have the filler next on the wrong side and will have a door instead of an outside cap.

If you use the doors off the newer truck you'll have to use the regulators from the newer doors. Cabs are different. As mentioned the fenders and hood are different (as well as core support). Tailgates are different as well.
