front fender question (rust)

I havent seen panels for the area, and other than buying a new fender, what did you guys do to fix the rust in the lower area behind the bumper? If there are panels, where can i get them? i havent been able to find a place. thanks guys!

I just replaced the fender cup on a fender. They only sell the right side. It is about $50. Any vender should have it.
