ign switch 89 tilt in a 73 gmc

Hi all, have a question about the ignition switch. I have replaced the old ig sw with a new "ign sw." i put the steering column in a vise to test the spring action. The ign rod is supposed to retract or release when the key is turned on to start position. Does the power have to be on to test. The steering column is an 89 tilt. Have it my 73 gmc. When in the vise when i turn the cyl key to start, the key :gmc2:stays at that position. Hope this helps. Thanks for any help Frankyjoet

Guys, have found a solution to this situation. I am installing a push button setup. This will bypass the starter position. All you have to do, is turn the key on, then push the starter button. The engine will start.
