painting on powder coating

I have a powder coated grill and was wondering if it would work to paint on top of the powder coating. Say if I wanted to paint the letters.

The entire grille support on my truck was powder coated back in 1998. When I repainted the truck a couple years ago I just prepped it like any other paint and reshot the whole truck. It made a great base for the new paint. If you're going to paint the letters with something like One Shot enamel you won't have any problems at all.

I am thinking of using some Dupli-Color spray paint from the auto parts store.
Should I use primer first and how should I prep the surface. I was thinking of just scuffing it up with a scotch bright pad.

This is not a question about my grill any more but about my wheels. I am planing on powder coating them in the future but am saving my money for a new interior. But I am anxious to see what they will look like white.

I would use something a bit more aggressive than scotchbrite. I would go with maybe 150 grit
