Identify Tool Box accessory

Anyone out there own a box like this? It hangs on the side of a bottom box. What is that odd bracket on the side used for? Is it missing something?

Looks like a tool holder bracket to me.Maybe for screwdrivers or the handles of pliers or hammers.
