Center Caps Question

I picked up a few center caps in a batch deal that are "open".

I have never seen caps like this before. Are these what "push through center caps" are for? Is there some process to put emblems on the ends?

I'm not attached to them at all, the just came with the deal.

They look like this.

They go on the front of a 4x4, The hub on the front axle will stick out the hole.
