Instrument Cluster silly issue

Can someone please tell me a way to get this stuff off of my instrument cluster? I have tried everything I can find. It looks like dried son-of-a-gun shine stuff. Whatever it is, it aint coming off easily.

have you tried a clear plastic polish like plast-x by meguiars

You might try something like truckdude mentioned, like for cleaning motorcycle windsheilds and visors.

Not sure about a Clay Bar???????

I did try plastx. Did not work. I even tried the dremel with the buffer.....no dice. Not sure what the heck it is, but it ain't coming off. It looks just like the residue left behind from son-of-a-gun.
I just bought the burb so I don't know what it is.

I was thinking Plast-x is whats in the Meguirs headlight kit.

Is there any texture to it? Can you feel it with you finger nail? If not, the plastic may not clean up with out some kind of sanding. I have some crap on the inside of mine.
