Drilling fenders for side moldings

I bought a pair of used chevy fenders to put on "rusty", but they came without pre-drilled holes for the side moldings. The emblem holes are there as well as the holes for the "8-350" callout. what is a good way to drill the holes in the correct spot. can it be done with the fenders off of the truck? be nice to get them drilled before i have everything painted.

Sorry if this has been brought up before. I tried searching a few different keywords but i just didnt come up with anything that i felt was useful for me. Thanks

The assembly manual will tell you and you can measure off the old fender but the best way is to mount the fender, tape the molding on there and mark the fender.
