will a tbi from a 89 5.7 work on a 89 7.4 ?

Negative. I mean, it'll bolt on, but the bores and injectors aren't large enough for the 454. Also, the IAC connector is different.

Yeah find one off a 454 hit up the junkyards gm used the 454 tell like 99 in the 1ton trucks.

But it was only TBI until '96(?), at least that is when the 5.7 changed over to MPFI.

I have an intake and TBI set up I took off my 87 454 and converted it to a carb.
