Drill Front Fender Upper/Lower Moldings

Is there a good way to go about drilling fender moldings without the fender on a truck? was going to paint my parts before installing them. My 2 replacement fenders have no moldings on them. I looked through the asembly manual and the measurements they give look like they are from the top of the hood. Really wasnt planing on installing the fenders until they were painted, and wnated to get the holes drilled and out of the way. Less risk of screwing up fresh paint. The rest of the truck already has the modling holes, just not the 2 front fenders i picked up.

Use a step drill bit. It will not twist or distort the sheet metal. They also work great on freshly painted metal if you have to go that route.
