New wiper thread. Correct one

Wipers work great when window is wet. Wipers won't move when window is dry. I have to manually move them to Get the wipers to go. Cleaned window with glass cleaner and razor. No diff. Motor brand new. Correct voltage everywhere. Wipers new and linkage is good. Wtf is the problem????

A diagram of what wires go into the wiper motor might help. I work
At a shop and have Access to alldata. Please someone have an answer
