76 factory front bumper gaurds???

got a bumper from a 76 with the bumper gaurds on it and the guy i got it from cut the lower bolts/nuts.
so what i need to know is are the lower bolts welded in or are they just rusted on and need some heat or bfh to help pop them out???

My bumper bolts from my truck bumper guards were loose so I imagine the head and square shoulder of the bolt rust welded themselves together
