Chevy License Plate Trrim -FYI

Attached are pics of a 1970s-80s chevy license plate trim I purchased at swap meet, told it is original GM issue. The person who sold to me thought it was from the 1970s. Any more info on it, if GM how was it distributed to public? Looks unused.
