looks like it may have been used as a power wheelchair lift, ( check the plates.)

Very common. Just a version of a tommy gate.

Ooops, should have clarified, most I see here are gate only with no bumper, or at least no folding/retracting bumper.

It's part of the lift. Most trucks just go without a bumper with a power liftgate installed. Had to replace a few over the years, they are amazingly simple to install.
