Air vent seals.

Do new vent air vent seals come with screws or rivets. I believe you have to drill the rivets out of the vents to get the new seals in.

My vents ars like the one in the pic. The lever is loose and has to be bent to make it tighter. The vent won't stay closed. Does the lever, and center piece with the seal in it all come out?
