Considering the extremly low front, I would guess to say that he moved the axle to on top of the springs in the front. In the rear, it looks like most of the leafs are gone from the spring pack.

I would cut about 3 feet out of the frame. Looks pretty cool tho.

Looks like the entire top set of springs are gone.
