I'm building a V8 conversion 1985 S10 and I am going to surprise my nephew with it for his 16th birthday. What do you all have there? Emissions, inspection??? Do I need to do anything special to make it legal???

1985 should be safety only inspection. Rolling 25 year cut off.

In PA for trucks it just has to exit the cab so I would think Texas would be the same

This is from th PA Insp Book

Reject If....
The Exhaust Does not discharge to the outside edge of the vehicle body, including a truck bed, or as originally designed

That's in Subchapter E, section E, Beneath the vehicle inspection, Part 6

in SD it's "must exit vehicle body 6" behind rear most operable window". Is it enforced? No. But it make sense to have it come out as far away from the cab as possible. Under bumper is better so your fumes don't pour into the car next to you at a stop light.

On my 2000 chevy, exhaust is dumped before the rear axle. Had to go back because they wanted it turned down since it didn't clear bed.

My Luv is dumped at the rear axle under the bed . The reverb is horrible and the shocks and rear axle are always dirty . Can you get away with it , probably . My S-10 has a 3" single that exits at the factory location . Sounds great , under the truck is cleaner . I have one 3" 44 series on it .
