stock 350 bracket question

Guys, whats the correct term for this bracket?
What color was it originally painted? Should I leave on my stock 350 or leave it off (understanding that the bolts need to be replaced) |

It's an A/C Pump bracket. Semi gloss black is the correct color for it. WES
