1982 Oddity...

Power windows, but no power locks. Can't say I have see one before. I have seen power locks and crank windows, but never the other way around. It appeared to be a low mile, not tinkered with truck.

As you noted ...unusual...but as they were available as a stand alone option certainly possible.
Or a new sales manager thought he was ordering ZQ2 (which specd PW/PDL) when he marked A31
