How are you guy's dealing with this area here? Will flat 18 ga work? Should I cut it out, put the rockers in, then patch to it? Or patch, tehn rocker?

That photo could have been of my truck. I had similar issues (actually worse!) on both sides of my '76.
I replaced the rockers (inner and outer), then welded patches back to the rockers.
I also used filler to smooth things out. Since mine will be covered with carpet, I wasn't too concerned with "correctness".
