1960 chevy truck signal mechanism cant figure it out

So having the day off i decided to fix the horn on my 60 chevy and while i had the steering wheel off i tried to tackle the signal mechanism. I cant figure it out to save my life. I took pics of each step of taking off the wheel etc but i cant seem to get the signals to work properly. Am i missing something here? I did read the threads on here but couldn't find the answer

I have not had to do this yet.
Have you looked in the 60-66 FAQ Index, then electrical threads ?
There is a thead there for turn signals.
