Ignition stuck in run

Hi all, I just replaced the ignition lock cylinder in a buddy's 98 gm 1500 and now the key is stuck in run.I can turn it to start but it will not turn back to off.

Any ideas? I really don't want to have to take this piece of junk apart again.

Move the shift lever to low and back to park? Move the steering wheel back and forth?
Just a couple WAGs...

Already tried both of those to no effect.
Don't know if this matters on these trucks but the battery is dead and will not charge.Could that have something to do with it?

This thing has way too much electrical for me, lol.
