Owl clips and snap (split) rings
 

I call snap rings with the holes --owl clips and can locate tools to remove them. What tool is available to remove an 1/8" thick snap (split) ring that has no eye holes on them? I have one to remove on a case 580B pedal rod. Other than screwdivers, awls, breaking --is there a good tool to remove these?

I am not sure this tool is correct for both kinds.
