What are these for?

Got under my project 69 c10 tonight...on inner front part of bed there are what look like 2 straps on each side...for what? No pics yet

Also found what looks like a toggle switch on drivers side by seat...looks like something for saddle tanks...anyone seen thise?...no longer hooked up but has 3 hose hook ups...no pics yet
