Horn help

I am missing something small here.
If I short one of the 3 screws to the metal cup under the horn button all works great. But pushing the horn button or on the metal cup nothing at all....

Maybe the disc is in backwards?
Anybody have this before?

Convex spring goes in first, like an upside down bowl. The outside edge of it rests on the plastic part of steering wheel. When pressed down, it contacts the center hub raised portion that is around the steering wheel nut.

Next the horn-button holder cup goes in, then the 3-legged plastic insulator, then the 3 screws that hold the plastic insulator.

The insulator holds the metal cup above the convex spring in a position that will allow it to be pressed anywhere and in any way, to make the convex spring snap down and contact the metal hub near the steering wheel nut.
