Inner Fenders question

51 panel truck. Trying to install inner fenders. Both are original OEM units. Passenger side fits great, drivers side acts like its from a whole different make and model. Is the drivers side supposed to be shorter than the passenger side? If so, what fills the gap between it and the floorboard?

Check the photos; note how far the fender is from the toe board. And yes, the body is straight on the frame. What is going on here and how do I correct it?

Thanks a million Matt! I knew something was missing, but it didn't come with the truck so I didn't know what was supposed to be there.
I'll see if I can locate one.

Finally found pictures of one installed - thanks torchlight!
