Why are these so prone to rust? The rest of the gauges don't look too bad. Is there a fix for this? Not mine just curious.

It's most likely from moisture behind the lens. Best fix is to disassemble and restore the gauge faces.

Restoring the gauge faces doesn't sound that easy. Has anybody done this? Might be easier to just replace the tach.

Get you a vinyl gauge decal for the tach after cleaning the rusty gauge up.
