What do you do when...
 

Your smog pump locks up and they aren't available and your state still requires one to be on the vehicle?

You remove it and tear it apart to see what is wrong.

Then you pull out all the bad parts and put the case back together and reinstall it.

I tried to work with the state on different options, including retrofitting an electric pump and they said no way, that it has to be a stock pump. That is totally ridiculous as all it does is pump air and it shouldn't matter how it does it. Guy told me to start calling wrecking yards.

One local auto parts said they could get it rebuilt through Cardone. I contacted them and sent pics of the inside and the damage and they said mine was scrap.

Time to start looking at classic car insurance because that will make me smog exempt. Now I just need to find classic insurance that will let me drive it and tow with it.

All I can say is wow I can't believe that these are not available I even looked up one for my 81 and it says unavailable. Its just mind boggling that almost all these trucks are 30+ years old and they still require emissions inspections. They want them off the road is all and for you to fork out $$$ for a new truck.

Found a place in CA that specializes in used obsolete emissions parts and of course they want stupid money for it. Guy sounded sketchy though and no on-line presence and you give them your CC information over the phone.

i have 2 i think from a 1987-1988 gmc-7000 dump truck with a 366 big block . find out if you could make this work and let me know . i hate to see a good guy down and out .

Do they check the pump for function or just it being on there? Take the busted vanes out, put it back on and tune your truck to pass without the pump working. A modern converter will likely do a good enough job compared to the original that the pump is likely no longer needed anyway.

So what if you wanted to ls swap it? You’re not allowed to do that becuase it won’t have a stock smog pump?!

Is it for the 87 one ton listed in your signature? If so, I think I still have the one I pulled off my 88 crew cab one ton (still square body)

Also is it a Federal or California emissions pump?

You can also look on car-part and Hollander parts locators and maybe find one local.?

I may or may not have taken up this solution. They only check that it is installed. I do have a modern high-flow cat (Magnaflow) in place of the stock pancake converter. It is actually super clean at the tailpipe.

They would base emissions on the year of the engine. If I installed a 2016 LS engine, then the LS's emissions equipment would all need to be intact.

Thanks! Yes, that is the vehicle. I just need to get it through this round then I have a year to figure out what I'm going to do. I might be ready for the diesel swap by then.

Also looking at classic/collector car insurance - vehicles here are exempt from emissions if insured as a classic/collector.

I'd lean toward the hollowed out option given that what comes out of the tail pipe is clean enough.

I see you're in Phoenix. I'm in Mesa. I've got one I'm pulling off my 87. It isn't locked up.

I am also surprised that you can't get an aftermarket pump. My 83 has a noisy pump but I have been able to get it through emissions for the past 17 years. Maybe the TBI is more demanding in emissions requirements. My carbureted 83 has generous emissions allowances for all pollutants. If you can't get a pump from a forum brother, you could check one of the many scrapyards in the Phoenix/Mesa area. I have not been to them in the past few years, but there used to be a lot of squares in those yards. I have seen only one square in Tucson scrapyards in the past couple of years, and it was quickly stripped of all usable parts.

The LS swap is an interesting issue. If you call the ADOT they will tell you that you must keep the original engine and all emissions equipment on it. Others posting here have said you can do the swap and keep all factory emissions equipment on the swapped engine and make it through emissions. I don't think that would work in Tucson, since every time I go through emissions they pull out a big book and look for all of the components pictured in the book. Since the swapped engine and components would not match the picture book, I think that would cause issues. In the past, they have looked at me suspiciously since my truck does not have cats, and when I explained that in 1983 3/4 pickups were considered "heavy trucks" and exempt from cats, they think I am trying to pull a fast one on them. ;)

Thanks everyone for the offers. I just made the problem go away by getting it insured as a collectable through Hagarty and it is now emissions exempt.

I do know that emissions follow the engine and not the chassis. The other rule is that the engine must be an equal or later year than what it is going into. I did the diesel swap on my 1987 Grand Wagoneer and set it up like a 1993 engine and there were no issues. Funny thing was they never checked any numbers on the block or anything else - I just said it was a 93 and they said OK.

Inspectors here are strange though. They failed my daughter's 99 Beetle because they said someone moved the OBD2 plug. I drove from that station to another station and they passed it with no problems.

Can you still tow w/the 'Classic' insurance & registration? As far as I researched, you're not even supposed to have a hitch. They looked for one on my dually when I inquired. Luckily. mine is hidden but if you can't tow w/your dually, something isn't right.....

Anyhoo, I would have gutted the air-pump & put it back on if they were just failing it on a 'visual' inspection (as stupid as visual inspections are). Clean air is clean air. It shouldn't be "you must be within this range w/the original parts in place" etc. only.

Yes, I can tow. I stated that on the application and they put me in for secondary review. Underwriter called and we discussed how I use the vehicle and that I do tow with it. They were more concerned with off-road use than the towing. My rate was higher due to towing, but still less than I was paying with my old policy.

I really was hoping they would let me go electric as I want to convert to a single serpentine setup. There are kits to convert the 5.7 truck brackets but there is no smog pump provision. So now that I don't have to worry about emissions I can move along with that project.
