Elongated washers

Any suggestions on where to purchase the elongated washers shown on the attached picture ? Plain steel or stainless is fine , don’t really need the chrome as shown . Not exactly sure what the proper name for this washer is .

Is that a factory washer? I don't have my assembly manual handy, (Not sure if it's even shown...) Never seen them before.
