Newbie needs help -1955-59 'eyebrows'

Hi guys,

I'm starting up my second project, a 1955 2nd gen pick up. Does anyone know how to fix the rusted eyebrows? I heard that there may be a template to work with. I can't find replacements besides buying a whole new fender. I seen some car eyebrows online, but not sure they are the same.

I did a quick search on the forum and nothing jumped out. Bear with me if I'm repeating a forum that I missed.

Any help is appreciated!
