Radiator mount

What is this called and where can I find one?

My radiator mounts with the top plate/cover. One of the bolts was stuck. Tried easy outs, cut off the head and tried to drill it. Busted 3 bits and an extractor. I’m at the point I need to cut the top off and replace it. Any ideas on a replacement.
