Floor pan patch panel questions

The passenger side floorboard of my truck is in need of some rust repair. Most of it is solid, just surface rust. But towards the door it gets pretty bad. It looks like part of the inner rocker is toast as well. Is it best to replace the whole thing, or just cut out what's bad and cut the patch panel to fit? I can't weld so I'd have to have someone come in to do it. Here are a couple of pictures for reference. Thanks for any info!

From the looks of it, you'll need the inner rocker also. To me I would get the floor pan and rocker (maybe outer also). I would cut out what is bad on the floor and then cut the new floor pan to fit in. I was always taught to do the rocker replcement before I did the floor patch.
